Excessive Foaming?

We inherited a hot tub with our new house.  Now, Andrew and I have no time to care for a spa, but we have good intentions.  We visited a pool store to inquire about how to actually care for this thing, and they recommended a spa purging treatment.  Now, the instructions say that you should run the jets unless you see excessive foaming.  Andrew and I went out after 15 minutes and this is what we saw...

I'm pretty sure we don't have the right stuff for long term hot tub care.  Anyone know the name of a good hauling company?
